Precondition:

• Enable Report fields in workspace settings > Reports.
• Create a list report field with long list of list values.

1. Go to staging.new.expensify.com
2. Go to workspace settings > Reports.
3. Open the list report field.
4. Click List values.
5. Scroll down the page.

Expected Result:

The entire page will scroll while the column header sticks.

Actual Result:

Only the table scrolls while the content above the table sticks.

PR #93877 reworked the shared Table scroll model and migrated ~20 table pages to it, but the Report fields → List values page was missed. A full revert would undo the entire multi-page migration to fix one missed page; a small targeted follow-up (migrate this one page/table) is safer and cheaper.

📋 Detailed Analysis

Evidence

• PR Update table pages to scroll full page #93877 ("Update table pages to scroll full page", merged 2026-08-24, same day this blocker was filed) adds a headerComponent flow to the shared Table: page-level controls are rendered inside the table's FlashList via Table.ListHeader so they scroll away with the rows, while the column header is rendered as a sticky list item.
• The PR migrated Workspaces, Domains, Categories, Tags, Taxes, Members, Company Cards, Distance Rates, Per Diem, Rooms, Rules, Agents, Expensify Cards, and report participants — but not Report fields → List values.
• The only change the PR made to ReportFieldsListValuesPage.tsx was adding shouldSkipFocusRestore: true to a bulk action; it was never migrated to the new header flow.
• Symptom (subtitle/controls above the table stay fixed, only the table scrolls) exactly matches a page that still renders its header content outside the FlashList. Not reproducible in production because report fields list values is a new/staging-only feature.

Verification

Affected files (App repo @ 27c228f):

• Page renders its subtitle and header buttons outside the table, so they stay fixed above the scrolling FlashList:
  • Subtitle View: ReportFieldsListValuesPage.tsx#L350-L352
  • Table usage (no headerComponent passed): ReportFieldsListValuesPage.tsx#L353-L358
• The table component neither accepts nor forwards a headerComponent, and passes only Table.FilterBar (no Table.ListHeader):
  • Props signature (no headerComponent): WorkspaceReportFieldListValuesTable/index.tsx#L39
  • Table children (FilterBar, Header, Body — no ListHeader): WorkspaceReportFieldListValuesTable/index.tsx#L106-L116
• Contrast with a correctly-migrated table from the same PR, which wraps its header content in Table.ListHeader (which, per the Table docs, "scrolls with the table rows"):
  • WorkspaceRoomsTable/index.tsx#L114 (composeTableListHeader(headerComponent, <Table.FilterBar .../>))
  • WorkspaceRoomsTable/index.tsx#L121 (<Table.ListHeader>{tableHeaderComponent}</Table.ListHeader>)

Root Cause

PR #93877 changed the shared Table so the FlashList is the full-page scroll container: everything above the sticky column header must be handed to the table via headerComponent → Table.ListHeader to scroll with the rows. The Report fields → List values page was not migrated — its subtitle text and header buttons are still rendered by the page above <WorkspaceReportFieldListValuesTable>, and the table forwards no headerComponent/Table.ListHeader. As a result only the table rows scroll while the content above the table stays fixed, which is the reported behavior and is inconsistent with every other migrated table page.

Suggested targeted fix

Mirror WorkspaceRoomsTable: give WorkspaceReportFieldListValuesTable a headerComponent prop, wrap it with the FilterBar via composeTableListHeader inside Table.ListHeader, and have ReportFieldsListValuesPage pass its subtitle (and the separate-line buttons where applicable) into that prop instead of rendering them above the table.
