Action Performed:

1. Go to https://staging.new.expensify.com
2. Go to the workspace chat
3. Create an expense
4. Go to the Reports page

Expected Result:

Counters show a number of pending expenses and 0 when there are no pending expenses (e.g. Submit: 1, Approve: 0, Pay: 0)

Actual Result:

Counters doesn't show 0 when there are no pending expenses

Workaround:
