Categorize - Rate field shows "Pending" after selecting distance rate on confirm page

Action Performed:

Precondition:

• Log in with Expensifail account.
• Account has self DM and no workspace.

1. Go to staging.new.expensify.com
2. Go to self DM.
3. Track a distance expense.
4. Click Categorize it.
5. Click Upgrade.
6. Click Confirm.
7. Click Got it, thanks.
8. Select a category.
9. On confirm page, click Rate field.
10. Select the distance rate.

Expected Result:

After selecting the distance rate, Rate field will show the selected rate.

Actual Result:

After selecting the distance rate, Rate field shows "Pending" instead of the selected rate.

Create expense button does not create the expense after selecting distance rate.
