Reports - Create report button is shown when Report list is opened from Reports but not Inbox

Device used: Mac 15.5 / Chrome
App Component: Money Requests

Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create an expense.
4. Go to transaction thread.
5. Click Report field.
   → There is no Create report button when Report field is opened from Inbox.
6. Go to Reports > Expenses.
7. Select the same expense via checkbox.
8. Click dropdown button.
9. Click Move expense
   → Create report button is shown when Report field is opened from Reports.

Expected Result:

Create report button should be consistent when Report list is opened from Inbox (Step 5) and Reports (Step 8).

Actual Result:

Create report button is shown when Report list is opened from Reports, but it is not shown when opened from Inbox.
