Expense- Reimbursable toggle on confirm page does not sync with the toggle in expense thread

App Component: Money Requests

Action Performed:

Precondition:

• Account has self DM and a workspace.

1. Go to staging.new.expensify.com
2. Go to self DM.
3. Create a track manual expense.
4. Open the transaction thread.
5. Note that Reimbursable toggle is disabled.
6. Go back to self DM.
7. Click Submit it to someone.
8. Select workspace chat.

Expected Result:

On confirm page, Reimbursable toggle should follow the toggle in transaction thread.

Actual Result:

On confirm page, Reimbursable toggle does not follow the toggle in transaction thread. The toggle is enabled on confirm page, when the toggle is disabled in transaction thread.
