SignIn modal appears without animation when an anonymous user signs in from a publc room.

Reported by @OlGierd03:

when an anonymous user presses the Sign In button from a public report footer, the SignInModal appears without animation (video attached).

One of the SignIn page issues

Steps

• Making sure you’re logged out of your account.
• Opening a public room page via deep link (e.g. https://dev.new.expensify.com/:<PORT_NUMBER>/r/5583419180793784).
• Pressing the Sign In button in the footer.
