Conditional κ = 0.001661957774647029: T21 whole-owner packing and fixed-family bound

Raises the conditional exponent from PR870's 0.001661956299899884 to 0.001661957774647029, a gain of 1.474747145e-9, using the unchanged U8 local word and PR589 bit supplier.

The new owner map combines Hao Yan's PR858 T16 construction with a literal five-replica map, preserves each component's event order, and applies nine explicit owner edits. All 95,256 whole-helper roles in 189 complete calls are checked independently. Idle ranks become {48:6292,3:1,1:3}; the prefix is 491 < 512 and physical row coefficient 16469 < 20161. The 8+8+5 auxiliary bank envelope has an independent coordinate-complement audit; every dedicated bank is removed from the final controller. No optimizer runs during verification.

A separate exact bound covers the fixed U8 widths, existing capacities, whole helpers, retained prefix rule T <= 22, and the same outer recipe. Two independently structured enumerations cover all 3,729 relevant remainder vectors and show that neither replica count nor owner placement can improve this reported κ grid within that family. Other local words, capacities, split helpers, prefix analyses and outer recipes remain open.

Validation: complete cold replays passed on macOS/Python 3.11.15 and Linux aarch64/Python 3.14.8, including fresh PR589/741/799 ancestry and U8 phases, all T21 controller/invoice/admission checks, two exact moment engines and all 47 outer inequalities. Each platform also passed 19 package-boundary rejections, two recompression positives, and the independent packing bound with three controls. Exact mathematical fields and complete owner/plan semantics agree across platforms. Receipts are in research/complex-t21-owners-validation; CI reruns the cold chain on Python 3.11 and 3.14.

Credits and exact source pins for PR858, PR869/870, PR799, PR741 and the earlier controller/bit lineage are retained. All-size compilation, common-label/mutable-source realization, whole-call hosting, precision/tape, analytic transfer and bit H1–H5 remain inherited hypotheses. This is a finite conditional composition, not an unconditional multiplication theorem.
