Develop `ModularizeJS` advisor

• Modularize JS output configuration option is enabled by default, generally the building process goes well but errors will occur if we want to output html. Developing ModularizeJS advisor is to automatically detect the output target suffix and disabled modularize js out option if the output suffix is set as html.
