[v3 release] Reconcile tag-only Beta 7 policy in the release ledger #5954

Evidence
The exact 2026-08-11 07:00–2026-08-12 07:00 Australia/Sydney release window published v3.0.0-beta.7 as a zero-asset prerelease. Workflow run 31506762359 still built six desktop binaries, generated SHA256SUMS, and created provenance, then failed HTTP 422 when it tried to upload to the already-immutable release.
Maintainer direction recorded in #5876 and implemented by merged PR #5946 is that v3 releases are tag-only for now and the supported CLI installation path is go install. The desktop binary workflow and nightly dispatch have been removed from master.
The authoritative releases/v3-beta ledger is now inconsistent with that policy: .release/v3.0.0-beta.0/plan.json, README.md, and comms/launch-sequence.md still describe release-v3.yml, Apple binary-signing preconditions, downloadable release assets, and binary installation checks. The ledger remains 38 open gates / 27 blocking / zero passed or waived.
Scope
Reconcile the evidence and runbook wording only. Do not mark any gate passed or waived without explicit evidence, and do not dispatch a workflow, create/delete a tag, or mutate a release.
Acceptance criteria
- Record beta.7 publication and run 31506762359 in the relevant
plan.jsonevidence notes. - Record the tag-only /
go installmaintainer decision and merged PR chore(v3): remove the desktop binary release pipeline #5946. - Remove or supersede stale
release-v3.yml, Apple binary-signing, asset-download, and binary-install instructions in the release README/runbook. - Keep all gate statuses unchanged unless the ledger contains explicit pass or waiver evidence.
- Validate JSON, gate counts, changed-state comparison, links/references, and diff cleanliness.
- Open a focused PR against
releases/v3-betafrom a dedicated branch.

Implemented the bounded ledger reconciliation in PR #5967, commit 3832bef.
Evidence now includes beta.7's obsolete asset-workflow failure, beta.8's successful tag-only publication in run 31577849776, merged policy PR #5946, and the beta.8 tag/runtime metadata mismatch tracked for future automation by #5959. README/runbook/packager guidance now uses the tag-only
go installpath.Validation passed: JSON parse; exact 38 total/open and 27 blocking/open gates; zero passed/waived; unchanged gate ID/status/blocking comparison; stale workflow/signing/binary reference scan; diff check. No gate status changed. The installed CodeRabbit CLI does not support

Closing after review: the tag-only beta ledger reconciliation was merged in #5967. Beta releases are nightly builds; ongoing v3 planning is consolidated in the v3.0.0 GA milestone.
