macOS signing is now built into the v3 tooling, so this investigation can be closed as resolved.

You can sign via wails3 tool sign (identity, entitlements, hardened runtime, notarization through notarytool, and stapling), and there's an interactive wails3 setup signing wizard to configure your signing identity and notarization keychain profile.
