This issue is to track the effort to consume build tooling to build capabilities component.

Acceptance criteria:

1. Consume build tooling from https://github.com/vmware-tanzu/build-tooling-for-integrations and build capabilities component.
2. Github action that calls the make target to build the capabilities component on pull requests
