As Node.js v18 is EOL, bump the minimum Node.js version to v20. v20.9.0 since it's the first LTS version.

There's a TODO comment indicating that the hardcoded node version matrix should use environment variables instead.

The env.NODE_MAINTENANCE_VERSION is actually never used yet. Will follow up to use envs for versions.

Since both are LTS, NODE_ACTIVE_LTS_VERSION and NODE_MAINTENANCE_LTS_VERSION makes sense to me.

Inconsistent NODE_LTS_VERSION definition between workflows - should be 22 to match build_and_test.yml.

NODE_LTS_VERSION is used as NODE_MAINTENANCE_VERSION across the codebase.
In fact, NODE_MAINTENANCE_VERSION is never used. Will follow up to use env for matrix and fix this confusion together.
