feat: generic plugin resource sidebar and server scheduler - #1

Introduce plugin.resources manifest entries, plugin.resource.* API methods, and a server-owned one-shot provider with stale retention. Render the first enabled resource as a third collapsible sidebar section with scroll, refresh, and activate handling. Co-authored-by: Cursor <cursoragent@cursor.com>
