For #9104, i rebased and squashed and force-pushed, then also tried pushing an empty commit to trigger pull_request CI. Only pre-commit.ci ran

GitHub Actions created no workflow runs/check suites. Other active fork PRs still trigger CI normally, so this appears specific to these PRs. Could a maintainer check whether Actions are stuck/blocked for these PRs or retrigger them manually?
