[#71] Escape key does not close custom popovers (Saved Views panel)

useShortcuts.ts:32-35: Escape is a no-op; the comment says 'could emit global event' but modals/popovers don't listen.

Fix: dispatch a global event and have popovers subscribe, or use focus-trapped modals.
