Proofread and completed the Chinese translation file against the latest English source, covering all 1263 translation entries. Key changes: - Added ~330 new translation entries (clone/import, export gradle, block editor, build console, icons manager, app icon studio, code style, module config, permissions, etc.) - Translated all 15 plural forms - Preserved existing Chinese translations; only filled in missing entries - Kept technical terms (XML, Java, Kotlin, JDK, BOM, etc.) in English - File structure matches English source exactly (line order, comments, CDATA, XML format)

i18n(zh): complete Simplified Chinese translations and localize the previously hardcoded copy Both #1563 and #1571 rewrote ide-ui's values-zh/strings.xml independently, so the two were reconciled rather than one dropping the other: - Kept #1563's structure: the file is a strict, in-order subsequence of the English source, which keeps future sync diffs readable. - Filled the 273 keys #1563 had not reached from #1571's translations, each inserted at its English-source position. - Left out the 31 chat_* entries #1563 removed: they are dead in ide-ui (no English counterpart) and already translated in agent-ui/values-zh. - Re-indented #1571's appended entries in ide-ui/values and agent-ui/values-zh to the files' 4-space, blank-line-free convention, and moved chat_ca_cert{,_hint} to their English-source position. All three zh files are now 1:1 with their English counterparts: no missing or orphan keys, no duplicates, matching format placeholders, source order preserved. The 78 newly extracted English strings match the BuiltInUiActions plugin copy verbatim, so nothing changes for English readers.
