tsuga-cli: update quality-reports docs for flat-row API shape

tsuga quality-reports list now returns a flat array of rule-evaluation rows (one per persisted check), each with its own id, ruleId, owner, status, score, createdAt, etc. The previous {report: {...}} envelope with teamResults[] is gone.
