* Bump `SixLabors.ImageSharp` to version 4.0.0 for enhanced image processing. * Update `System.Text.Encoding.CodePages` to version 10.0.8 for compatibility. * Refactor GIF handling in `ConvertToSixel` and `ConvertToSixelGif` cmdlets to support cancellation during playback. * Modify quantization logic in `Resizer` and `ResizerDev` to accommodate changes in `SixLabors.ImageSharp` v4. * Update module version to 0.7.1 and add release notes for bug fixes and improvements.
