What: New AGENTS.md lets the agent release and install Model Router on the maintainer's hosts after a merge without asking again.
Why: Model Router had no repository rule, so every install after a merge needed a fresh prompt (the user asked for this on 2026-09-29).
So what: The planner merges under the user's session grant, the release workflow publishes 0.42.1, and the planner installs and records it.

Changes

  • AGENTS.md (new): post-merge Delivery Authority includes the release and the local install once Toolybara promotes it, with --version verification and a runbook entry; merges stay with the user; third-party publication still needs explicit authority. Mirrors the AgentsMD repository rule.
  • Version 0.42.1 with CHANGELOG entry.

Elon record

  • Requirements and who asked: user, 2026-09-29: installs after merge should not ask them.
  • Deleted: an automated install job; the agent runs the existing install commands.
  • Bottleneck: the user's attention on per-install prompts.
  • Checked myself: AgentsMD's AGENTS.md wording; runbook install commands used for 0.38.0 to 0.42.0.

Proof

  • python3 scripts/test.py: OK
  • versionctl release-check: release candidate OK: v0.42.1 at b329e09
