Turn-end hook: warn when filed wanted work leaves the turn without an owner #243
What: A turn-end hook warns when an agent ends a turn leaving an Issue it filed or found for wanted work without an owner. Why:#226 shipped the owner rule as prose (PR #232). The user decided on 2026-10-14 that the turn-end check stays in AgentsMD, and #226 closes with release 17.3.0, so this keeps that decision tracked. So what: Blocked. It needs Chromeria's obligation records and the sweep (a Chromeria feature, every 4 hours; which machine runs it is still open), which have no Chromeria Issue yet. The design file /tmp/owner-gate/design-v2.md on bestia is gone. A new design is needed once the Chromeria side exists.
Outcome
At turn end (Stop and SubagentStop, or each harness's equivalent), an agent that linked an Issue for wanted work and leaves it with no owner record gets one warning naming the Issue.
Decisions already made (user, 2026-10-14, on #226)
The turn-end hook stays in AgentsMD; the sweep is a Chromeria feature, runs every 4 hours, and is called "sweep".
Blocked work is reviewed every day. Agents may not defer work. Close wanted work as "not planned" only when the user said so.
Sweep findings go to one pinned Issue in lukemaj/promachos; the sweep covers all toolboxmd repositories plus lukemaj/promachos.
Acceptance criteria
A Chromeria Issue exists for obligation records and the sweep, and this Issue is natively blocked by it.
A design for the hook, reviewed, on this Issue.
The hook ships for Claude Code at minimum, with deterministic tests; other harnesses' support recorded.
Non-goals
The sweep itself (Chromeria).
Blockers
No Chromeria Issue for obligation records and the sweep yet.
