Adds amashukov/ton-php to the PHP section of the SDKs page.

It's a zero-dependency pure-PHP TON SDK — TLB/BOC primitives, Ed25519 + TON mnemonic, Wallet v4r2, and a typed toncenter v2 client (HTTP + Core). Part of a unified TON + EVM stack with a Symfony bundle.
