Add submenu ordering & sampling grouping - #252

Introduce presentation-only submenu ordering: categories may declare submenuOrder and the Configure UI now sorts submenu blocks accordingly (sortSubmenus). Add submenu names to many sampling FLAGS and a submenuOrder for the Sampling category. Update docs to describe behavior and search/submenu restore semantics. Strengthen tests (flag_definitions_unit.cjs) to validate submenuOrder consistency and enforce six top-level sampling flags + 20 grouped flags. Also add a small agent skill (check-llama-gui-diff-and-prs) for reviewing diffs/PRs.
