This PR adds a workflow which builds wheels automatically when a PR is made to check that the PR doesn't break wheel builds. Additionally, when a release is made, this workflow triggers, building wheels for cpython 3.9, 3.10, and 3.11, and publishing to PyPI automatically. Trusted publishing is required for this to work - let me know if I can be helpful in setting this up!
