Issues list opens in the side panel

Follow-up to the GitHub Issues browser (#4). Start only after the upstream sync (#5) lands.

Goal

"Browse all issues" opens in the side panel, the same place a single issue opens now, instead of taking over the main page.

Required behavior

• The side panel shows the full issues list with the same look and grouping as the full Issues page reached from the bottom-left entry point: milestone groups and filters.
• Show each issue's full title, wrapped and not truncated.
• Opening an issue from that list keeps the existing single-issue side-panel behavior.
• The full-page Issues view stays available.

The user confirmed this again on 2026-10-05 as part of the issue-orchestration work (#8).

Started 2026-10-05 after the v2.9.0 cutover. The user confirmed that "Browse all issues" still opens the full page.

Implemented in v2.9.1 (commit 3c9f682): the Issues surface in the right panel, a shared IssueBrowser, and wrapped titles. It installs when agents are idle.

Correction from the user (2026-10-05): "Browse all issues" should show the issues of the repository it was pressed from (the thread's repo), not every repository. v2.9.1 got this wrong; the fix is in progress. The full page from the sidebar stays all-repositories.

Confirmed working by the user (2026-10-06): "Browse all issues" opens in the side panel and lists the issues of the thread's repository. The full Issues page from the sidebar still shows all repositories. Shipped in the fork's v2.9.x interface from sync/upstream-v2.
