On 0.16.4 we had a separate tags plugin, but in 0.17.0 it was integrated into social_network. This creates an additional memory demand for those who needs social_network but do not needs former "tags" plugin functionality. Partial workaround for steemit#478

This re-organizes the readme.md a little bit, and should be considered a work in progress towards a readme.md that explains STEEM somewhat better than the original while retaining the original intent of conveying that the code itself serves as the documentation of STEEM.
