Studio: move native title tooltips on controls to the Tooltip primitive #2341

Part of #2201.

Summary

Studio has many native title= tooltips and few uses of the Tooltip primitive (apps/web/src/components/ui/tooltip.tsx). Audit the title= attributes on DOM elements under apps/web/src/features/, and move the ones that act as tooltips on interactive controls to Tooltip.

Notes

• This touches many files. Split it into small PRs by feature folder, and rebase around open work.
• Some title= attributes are component props, not DOM tooltips. Leave those.

Done when

• Interactive controls use Tooltip, keeping their accessible names.
• The PRs list what stayed native and why.
