perf(startup): stop a second login-shell capture on every launch - #38480
Every desktop launch on macOS/Linux ran two full interactive login shells ($SHELL -ilc '… /usr/bin/env -0 …') to capture the same environment, about 750 ms apart:
The Claude profile router constructor calls resolveLoginShellEnvironment() during startup.
The first subscribeStructuredAgentAvailability (the renderer subscribes during hydration) runs derive() → recaptureHostShellEnvironment() → captureHostShellEnvironment() → resolveLoginShellEnvironment({ startedAfter: Date.now() }). startedAfter only joined a capture that was still running. Once capture Linux support #1 had finished, it always started another shell.
The same path runs on every update to an agent-health setting (agentCmdOverrides, agentDefaultEnv, nativeChatShellEnvironmentVariables, …). A burst of setting edits therefore spawned one login shell per update.
A login shell sources the user's whole profile (.zprofile, .zshrc, nvm, oh-my-zsh, …). Its cost is in a child process, but it competes for CPU during startup, and agent availability waits for the second capture before it publishes.
Fix
captureLoginShellEnvironment({ startedAfter }) now also accepts a finished capture whose run started strictly after startedAfter. Before, only a running one counted. Existing startedAfter: Date.now() callers still always rerun, because a finished run cannot have started after "now". The strict comparison also makes a same-millisecond run rerun. src/main/wsl/discovery/wsl-running-distro-cache.ts already uses this pattern.
recaptureHostShellEnvironment(), which runs on first use and on settings changes, accepts a capture started within the existing 10 s SHELL_ENVIRONMENT_TTL_MS. Agent launches already use that window to share one capture. Explicit Refresh (refreshAgentsOnHost) and the missing-program path still force a capture started no earlier than the request.
The catalog-expiry comparison in captureHostShellEnvironment is unchanged. It still compares the cached env before and after. When the capture is reused, before equals after, which matches the old result when the env had not changed.
Measurements
Environment: M4 Air, macOS 26, unpackaged pnpm build:electron-vite build, isolated ORCA_E2E_USER_DATA_DIR fixture (startup-time-bench fixture, restored-local-tabs, 50 tabs), ORCA_BACKGROUND_LAUNCH=1 headless. Every ChildProcess#spawn in the main process was logged with a NODE_OPTIONS=--require hook from launch until 5 s after renderer-startup-hydration-done. There were 3 launches each at base and fix.

The fixture HOME has no shell rc files, so the saved shell is cheap here. On a real profile it saves one full profile load per launch, plus one per burst of health-setting edits within 10 s. I am not claiming a wall-clock figure for that.
Unit test login-shell-environment-cache.test.ts ("answers a lookup from a finished capture that started after it, without another shell") fails without the fix (spawner called 2× instead of 1×).
Repro: build with pnpm build:electron-vite, then launch electron . with NODE_OPTIONS="--require <hook that appends ChildProcess.prototype.spawn opts.file/args to a file>" and the bench env (ORCA_E2E_USER_DATA_DIR, ORCA_E2E_HEADLESS=1, ORCA_STARTUP_DIAGNOSTICS=1). Count lines containing __ORCA_LOGIN_SHELL_ENV_START__.
Risk / compat
macOS/Linux: a capture started at most 10 s earlier in this process now answers first-use and settings-driven availability. Agent launches already treat that as fresh.
Windows: the readPersistedWindowsPathSegmentsAsync call gets the same floor, so it joins a registry read started within 10 s instead of always forcing one. Changing the Windows shell setting changes the cache key, so it still captures fresh.
SSH/remote, WSL: untouched. This only affects the local host's shell-environment cache.
Folder workspaces: not involved.
Test plan
pnpm test src/main/startup/login-shell-environment-cache.test.ts src/main/startup/login-shell-environment.test.ts src/main/runtime/structured-agent-shell-environment*.test.ts src/main/runtime/structured-agent-availability.test.ts
The new test fails with the login-shell-environment.ts change reverted
…ability
The first agent-availability derive forced a second interactive login shell
moments after the Claude profile router's capture; settings changes did the
same per update. Recapture now accepts a capture started within the 10s
shell-environment TTL, and startedAfter lookups answer from a finished run
that started after the request.
The cache records the start time of each accepted shell capture. For a startedAfter lookup, it reuses an eligible in-flight or completed capture; otherwise, it starts a new run. Host shell recapture passes a cutoff one shell-environment TTL before the current time. The capture refresh phase uses the supplied cutoff, or the current time when no cutoff is supplied, for login-shell resolution and persisted Windows PATH refresh.
Merge Risk: Low · up to c6ecb
If the startup shell capture fails transiently, an installed agent may be reported as missing until the next refresh or settings change. Restrict the reuse to successfully captured results before merging. The rest of the change cuts a redundant login-shell spawn at launch as intended.

Explanation
The title "perf(startup): stop a second login-shell capture on every launch" matches the main change. The diff makes the login-shell environment cache reuse a finished capture that started after the requested time, and lets recapture reuse a capture within the 10 s TTL. That removes the second login-shell spawn on launch, which the PR objectives and description both report (login-shell env captures 2 to 1 per launch). The title is concise, specific, and has no file lists or vague terms. It omits the settings-change burst aspect, which is acceptable because the title does not need to cover every detail.
Full details: Description check
Explanation
The description follows the repository template closely. It has a Problem section, a Fix section, Measurements, a Risk/compat section that names the platforms and boundaries affected, and a Test plan with checked items. It also includes the repro steps and the spawn census table. The template sections ELI5, Linked Issue, Visual Proof, Risk Level, and AI Disclosure are not clearly filled in. The ELI5 section is missing. The Linked Issue section reads "Fixes #" with no issue number, and the template says an issue should always exist for outside contributors. Visual Proof is not marked N/A, though the change is behavior-only and a justification would fit. The Risk section has no Level: value. The Review and Agent skill upstream boundary checkboxes are not addressed. These gaps are non-critical in aggregate, and the core content is complete and specific.
Resolution
Consider adding: (1) a plain-language ELI5 summary; (2) the linked issue number in "Fixes #", or confirm the author is a maintainer and no issue is needed; (3) "N/A" with a short reason under Visual Proof, since the change has no UI impact; (4) a Risk Level (Low, Medium, or High) and a sentence on how to back out the change; (5) the AI Disclosure section, or confirm it does not apply to the author; (6) a check of the Agent skill upstream boundary item.

Do not reuse a fallback capture for startedAfter lookups.
When the startup capture fails and stores a fallback, a later startedAfter lookup within the 10-second TTL returns that fallback and starts no shell run. The first availability derive calls recaptureHostShellEnvironment(), which passes Date.now() - SHELL_ENVIRONMENT_TTL_MS into this lookup. The derive can then compute the agent snapshot from the fallback environment. That snapshot stays until another derive runs, for example after a settings change or an agent refresh.
Accept only a captured result for this reuse. A fallback then starts a new run, as the code did before this change.
