Part of #4702.

Register sweep, strict tier: Q1b, X13, X14, X15 named an IBM document only by name. Each now carries a document number or an ibm.com/docs link already used elsewhere in the register (paraphrase marked), and leaves STRICT_BASELINE (7 -> 3: X16, X23, X24).

Checklist: partial [c:8980bf5e] -- X16, X23, X24 still in STRICT_BASELINE (next slice, 5-file cap)

Facts checked: register.py --check and audit --ci clean (0 uncited); test_register_audit.py + test_cobolrt_rules.py 66 passed; ruff format clean. Docs/baseline only, no golden bless. Burned estates: X13 DBB EPSMLIST, X14 GenApp LGUCVS01/LGUPVS01, X15 cics-crucible hc-terminal-*, Q1b #4658 case.

Sibling gaps: X16 (cics-crucible hc-handle-aid/ignore-error), X23 (GenApp LGACDB01/02, LGDPDB01, LGIPDB01), X24 (async credit-card, CBSA CRDTAGY). Part 2 (z/OS calibration) stays blocked.

Lessons for agents

None.
