…#4702) audit_strict requires an IBM document number or ibm.com/docs link, a declared difference, or a stated IBM silence; 15 entries that name a document only by name are in the shrink-only STRICT_BASELINE. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Checklist: partial [c:8980bf5e] -- 15 entries (F1 F2 I1 I3 I4 Q1a Q1b X1 X9 X13 X14 X15 X16 X23 X24) still name an IBM document only by name; each needs its document number/section or a declared difference, then removal from
STRICT_BASELINE.What
The register sweep itself was already finished by earlier PRs:
register.py --checkpasses andregister.py auditreports 0 entries without an IBM citation or declared difference. The weak point was that the audit accepted a bare "Language Reference" / "Enterprise COBOL" mention. This PR adds a strict tier (audit_strict): an entry claiming a match needs an IBM document number or ibm.com/docs link, a declared difference, or an explicit statement that IBM is silent. 15 entries fail it and form a shrink-onlySTRICT_BASELINE;audit --ciand the pytest gate fail on a new one or on a baselined one now cited.Deviation from plan: the strict tier is gated by
audit --ciandtest_the_real_register_matches_the_baseline, not byregister.py --check(left unchanged to avoid breaking its other callers).Sibling gaps
Gates
register.py --check,register.py audit --ci,pytest tests/tools/test_register_audit.py(6 passed),audit_check.pyall clear. No engine change, no golden effect.🤖 Generated with Claude Code
