Model them in the spec (commands/web.py), CicsTask, the C stub and both translators over the stated http_request (X37/X38), per IBM's command pages; FORMFIELD/QUERYPARM need IBM's unescaping, duplicate-name and case rules (ASSUMED or REFUSED by name where IBM is silent); browse forms need browse state. New register entry or X38 extension. Tests cover the whole option class on both runtimes line for line.

    Sibling gap filed from PR #4971's class sweep: #4972 (EXTRACT WEB / EXTRACT TCPIP). WEB RETRIEVE is #4941; WEB RECEIVE SET waits on the pointer lane (#4771).
