Why the NuGet exclude-patterns: Dependabot runs the one nuget entry as two discovered directories (/backend for the projects, /.config for dotnet-tools.json). The /.config job sees every CPM package too, and its catch-all other group collected all 60 updates and superseded the sil, hotchocolate, microsoft-dotnet and test group PRs:
#2834 "other" (dot-config/…) superseded #2828 hotchocolate
#2829 sil
#2831 test
#2833 microsoft-dotnet
#2810 "other" (dot-config/…) superseded #2805, #2807, #2808, #2809 the week before
Excluding the named groups' patterns from other stops that overlap.
Revert the file and Dependabot regroups on its next run.
Blast Radius: low
Affects only which PRs Dependabot opens. Security updates are unaffected (they bypass version-update grouping). One caveat: a 0.x minor bump (e.g. OpenTelemetry JS 0.221 to 0.300) counts as "minor" to Dependabot, so breaking 0.x bumps can still land in the minor/patch groups.
Test plan
GitHub's dependabot.yml validation passes on the PR
The NuGet "other" group and the two /frontend npm groups mixed majors
(HotChocolate 16, Quartz 4, SvelteKit 3, Tailwind 4, TypeScript 7, ...) with
the minor and patch bumps we actually want, so every group PR failed CI and
had to be trimmed by hand before it could merge.
Each ecosystem now has a leading "majors" group (update-types: major) and the
remaining groups take minor and patch only.
The NuGet "other" group also gets explicit exclude-patterns. Dependabot runs
the single nuget entry as two discovered directories, /backend for the
projects and /.config for dotnet-tools.json; the /.config job sees every CPM
package too, and its catch-all swallowed the sil, hotchocolate,
microsoft-dotnet and test groups and superseded their PRs (#2834closed#2828, #2829, #2831 and #2833 that way).

The Dependabot configuration adds major-update groups for NuGet and frontend npm dependencies. Existing NuGet and frontend npm groups now accept only minor and patch updates. The NuGet other group excludes packages assigned to the Microsoft/.NET, HotChocolate, SIL, and test groups.
sillsdev/languageforge-lexbox#2784: Adds a weekly root npm Dependabot entry in the same configuration file; this PR changes the update grouping rules.

Merge Risk: Low · up to f5d22
This change only affects how Dependabot groups and opens dependency update PRs. The frontend split may delay some PRs while another group's PR is open, and watching the next Dependabot run would confirm it. Nothing in the product or deployment is affected, so the merge risk is low.

Explanation
The title "Ignore major versions in Dependabot" is partially related to the changeset. The change does not ignore major versions. It groups major updates separately for NuGet and /frontend npm, and limits the main groups to minor and patch updates. The title is short and specific, but it states the effect in a misleading way. A reader could think major updates are dropped entirely, while the PR routes them into their own separate group PRs.

Drop the "majors" groups and the per-group minor/patch restrictions; NuGet
and the /frontend npm workspace now ignore version-update:semver-major
outright. Major upgrades are deliberate work we do by hand, and an
always-red majors PR would only be noise. This also sidesteps the overlapping
update-types groups that dependabot-core issue 10492 is about.
Ignore rules apply to security updates too, so a fix only shipped in a new
major has to be picked up manually; the header comment says so.

Revised: the majors groups are gone. NuGet and /frontend npm now ignoreversion-update:semver-major outright, and the per-group update-types restrictions went with them (redundant once majors are ignored). Major upgrades are deliberate hand work; an always-red majors PR would just be noise.
This also makes the CodeRabbit concern moot: there are no overlapping update-types groups left for dependabot-core#10492 to bite.
Caveat, noted in the file header: ignore rules apply to security updates too, so a fix only shipped in a new major has to be picked up manually. The NuGet other exclude-patterns (the /.config superseding problem) are unchanged.
