project.test.ts busy-live-server tests time out (fails on main 3c34f88)

The busy-live-server cases in apps/server project.test.ts time out under ci-full. They also fail on base 3c34f88, so this is not a regression from #363, which left them out. Needs a root-cause look: either the test waits on server work that never finishes, or the timeout is too tight for a busy live server.

No longer reproduces on main: #379 fixed it (20/20 local runs on main; ci-full run 41879096415 passed). Closing.
