If you are asking about the Duo feature around the camera, It's still in testing. you can try out in pre-releases.

I just understood what you meant by plugged charging animation is specific to duo animation. I thought there was an animation like water ripple from below (like vivo funtouch)

Ahh that's the Pixel default charging animation.
If your device is near AOSP, you can use that animation for notifications with the notification lighting feature.
