Build sage on ppc64le (POWER9) fails

Environment

• OS: openSUSE 16.0 (latest patches applied)
• Architecture: ppc64le
• Sage Version: 10.8
• Conda Version: 26.1.1

Hi team,

as from your information I try to build sage on a POWER 9 server, running latest openSUSE version.

However running:

'mamba env create --file environment-3.13-linux.yml --name sage-dev'

gives me

error    libmamba YAML error in spec file '/home/sage/environment-3.13-linux.yml'
critical libmamba yaml-cpp: error at line 35, column 28: illegal map value

I noticed there is a special file for aarch64, do I need it for ppc64le, too?
