Add `SOL_LOCAL` to FreeBSD-like from sys/un.h

Add SOL_LOCAL to FreeBSD-like targets (particularly *-unknown-freebsd) which allows setting local socket options with setsockopt() (0 also works in this capacity, but this is more clear).

This constant exists on macOS and the macOS target, and should be added to the FreeBSD-like definitions for consistency. FreeBSD added it for this reason.

This constant has been present since FreeBSD 13](freebsd/freebsd-src@6e0c8e1)

I have updated the PR to address your feedback:

1. Updated the PR description with a link to the relevant FreeBSD documentation/headers (unix(4)).
2. Moved the definition of SOL_LOCAL from freebsdlike/mod.rs to freebsd/mod.rs to keep it specific to FreeBSD, as it is not supported in DragonFlyBSD.
3. Updated the semver files (dragonfly.txt) to match the new definitions.
