Autotranslate between launch formats

Description

Provide a tool that would translate a YAML launchfile to XML, or vice versa.

I believe this should be mechanically possible without special fuzzy logic.

Because it would go through intermediate representation, I think the real goal is that we could possibly translate from Python->frontend for files that use only frontend-exposed actions. Given how arg specs are done imperatively/dynamically right now, that still might not be easy though.

Motivation

Allow folks to migrate codebases more easily.
