feat: enable metrics to be sent by BigQuery Sink

Summary
BigQuery( BQ) Sink should be able to send its metrics to Telegraf via StatsD.

Proposed solution
Dagger uses BQ Sink from the Depot library. The metrics are already implemented in the corresponding Depot code. Use DaggerStatsDReporter class to send these metrics to Telegraf using StatsD.
