SQLite 3.7.15 is required as by pythonGH-24106. SQLITE_OPEN_URI was added in SQLite 3.7.7.

SQLite 3.7.15 is required as by pythonGH-24106. SQLITE_OPEN_URI was added in SQLite 3.7.7.
