Closes upstream catch-up cycle #865 and advances the review cursor from e67abcf798 to 0fcd5f90611451cca842689faea53b5450c022da.

• Records the maintainer's 2026-09-30 decisions on the last eight groups: Codex protocol (feat(codex): regenerate the app-server protocol for Codex 0.159 and require 0.156 #939, with the approved capability removal), Connect tunnel cleanup (fix(connect): reclaim idle managed tunnels and recover them when the host returns #937), model manifest (feat(models): add Claude Sonnet 5.5 and retire GPT-6 Sol from current models #941), banked resets deferred as DEF-19 (draft feat(server): show and redeem Claude banked resets #934), managed ChatGPT authentication deferred as DEF-20, device panel 3D deferred with 78af372cf4, desktop background sync and the OpenCode v2 marker skipped with revisit triggers.
• All 159 sources in the range now have a disposition. Advancing the cursor records decisions, not verbatim adoption, a release or an installation.
