fix(release): increase hosted web deploy timeout and degrade gracefully (#655)

Summary

1. Increase timeouts: Raised deploy_web job timeout from 10 to 30 minutes, and added a 25-minute step timeout on Deploy and alias channel. This accommodates Vercel build queue pressure and rate-limit wait times.
2. Graceful degradation on failure/timeout: Marked the deploy step with continue-on-error: true and added a warning annotation step (::warning::Hosted web app deploy did not succeed...).
3. Unblock Discord announcements: Updated announce_discord condition so that a failed or cancelled hosted web deployment does not prevent the release from being announced on Discord or cancel the overall release run when desktop artifacts have successfully published.
