test(pair): advance the clock by the whole await cap

What

Fixes a server test that fails on pylon since #639 and #640 both merged.

#639 added a handler test that awaits a running executor with maxSeconds: 5 and advances the test clock five seconds. #640 made any wait above zero run to the lead's whole cap, so that await no longer returns after five seconds and the test times out at 60 s. Each PR was green alone; the conflict is only in their combination, which is my sequencing mistake.

The test now advances the clock by MAX_PAIR_AWAIT_SECONDS. No product code changes.

Verification

• vp test run on the pair and delegation toolkits: 142 passed (the test failed before the change on current pylon).
• Typecheck t3: 0 errors. Format clean.
