Upstream integration cycle: September 24 comprehensive catch-up and orchestration reliability #736

The maintainer requested a complete bounded catch-up, with GPT-6 Sol low-reasoning agents doing investigation, implementation, and separate adversarial review, under root supervision.

Frozen upstream range: bbedad0278bbf753503184c00e0c09a0eab6679c..e67abcf798f8c4d8458755e3b4dde02c2c1f628b (481 sources; 146 after the last completed cycle bound). Starting Pylon head: 3868597c32d9dfef9ee5ad807360e23008639207.

Scope:

Quality gate: isolated worktrees from origin/pylon, focused regression tests and scoped lint/types, separate adversarial review for each change, final-head CI. Preserve Pylon runtime identity, provider ownership, cancellation, persistence, remote access, and live profiles. No broad upstream merge. PRs target pylon; merging requires green checks and developer approval. Releases/installations are separate.

Progress and source dispositions will be recorded here and in linked implementation PRs. The review cursor remains unchanged until every included source has an authorized disposition. This inventory does not equate source count with missing fixes.
