Moves the repository to the fleet LF line-ending policy, and re-vendors the markdownlint config. This is the second PR of the hub resync (audit run 2026-09-26T02:19:51Z, hub 45669468).

What changes

• .editorconfig, .editorconfig-checker.json, and .gitattributes are carried byte-for-byte from the hub (main 45669468): LF for every text file, CRLF only for *.bat and *.cmd, and * text=auto eol=lf so git normalizes on commit and checkout. The interim [.github/skills/**] LF rule is gone, since LF is now the default.
• Every other tracked text file is renormalized to LF. git diff --ignore-cr-at-eol against develop lists only the three files above and .markdownlint-cli2.jsonc.
• .markdownlint-cli2.jsonc is re-vendored to the current canonical. The audit classified it stale, matching a past hub revision.

Verified

• The hub repo gate's eol and eol-coverage checks pass. They failed before.
• editorconfig-checker, markdownlint, and actionlint are clean.
• No .bat, .cmd, or .ps1 files are tracked. Dockerfile and .sh files were already LF.

The branch carries a merge of develop after #127 squash-merged, resolved to this branch's side, since the two differed only in line endings outside the files listed above.
