LanguageTags Carries Two AGENTS.md Sections the Settled Rule Declares Drift #1192

Promoted in #1187, AGENTS.md no longer routes a project's own conventions into a section of its own AGENTS.md. It sends them to that project's own CODESTYLE.md, matching spec/section-model.md, which calls an extra section the hub does not declare "drift to reconcile, not a local liberty".

ptr727/LanguageTags carries exactly the shape the old wording sanctioned. Its AGENTS.md holds two undeclared level-two sections:

  • ## Key Public API (line 115)
  • ## Library API Conventions (line 126)

spec/files.json declares three sections for AGENTS.md, all verbatim: Fleet Bootstrap, Context and Delegation Discipline, Where the Rules Live. Both of those headings are therefore undeclared, and the audit's undeclared-heading advisory covers AGENTS.md (UNDECLARED_HEADING_SCANNED in spec/audit.py), so the next audit of that repo reports them.

The reconciliation spec/section-model.md gives is either promote the rule fleet-wide or move the repo-specific part to a topical doc. Neither is a hub change, so this is LanguageTags' own migration.

Filed rather than fixed: the section content is that repo's, the destination is a judgment about its API surface, and #1187 carried a doc-wording settlement rather than a downstream migration.
