Define specification for initial release

Reference /wplib/wplib-box/issues/155

Should contain a list of software and other resources involved. For each:

• (Well-known) name: typically the apt-get name.
• Full version: x.y.z.a [alpha|beta|etc]
• Canonical URL
• Docs URL
• PressBoxx Repo URL (either GitHub Releases or an Amazon S3 Bucket)
• Fully-qualified name: {namespace}/{name} (if applicable)
• Other properties as we discover them...
