fix(server): keep browser automation available without a tab - #30062
An agent can abandon browser verification in an empty thread because preview_status returns available: false, even though preview_open works. Closing the last tab produces the same misleading result. Fixes#30061.
Change
Keep browser automation available when no tab is open; tabId: null still identifies the empty state. Correct the browser-testing skill and status tool guidance, including recovery from older servers' false result. Add a focused service regression and an agent eval case. The revised tool description is 8 bytes smaller; update the measured context budget accordingly.
Scope and approval
This is a small, focused fix for an obvious reporting bug under CONTRIBUTING's prior-issue exception: an empty tab list was incorrectly reported as unavailable automation. The test, skill, tool description and budget all support that same correction. This issue was filed immediately before the PR; it has not been maintainer-triaged.
The shared server response applies across web, desktop, mobile and connection modes. The wire shape is unchanged, and there are no client layout or provider-adapter changes.
Verification
The new regression failed on the original code (available: false versus expected true) before applying the fix.
vp test run apps/server/src/preview/ServerBrowser.test.ts: 54 passed. Covers an empty thread, closing the last tab without starting another context, and successfully reopening.
vp run check:changed: passed format, lint, both knip checks, GraphQL generation, affected-package typechecks, and all 57 tests in 3 selected files.
Real Chromium through the production browser service and automation broker, with isolated temporary state (no mocked browser):
status in empty thread: available=true, visible=false, tabId=null
open blank tab: available=true, tabId=<new tab>
close last tab: success
status after close: available=true, visible=false, tabId=null
Eval case dry-run validated. Paid eval execution could not start because this machine lacks the required vibeproxy configuration; no model-behavior pass rate or baseline improvement is claimed. No frontend UI was changed, so no screenshot evidence is needed.

When a thread has no open browser tab, preview_status now reports browser automation as available. The preview tool description clarifies status fields and tab handling. A regression test covers status and reopening after closing the last tab.
The no-tab status now reports available: true. The tool description clarifies the status fields and tab handling. The test checks status for an empty thread and after closing its tab, then verifies that opening succeeds without creating another browser context. The configured tool-list byte count is updated.
Issue 24159 also describes preview_status reporting unavailable when the caller has no tab. This change addresses that status behavior, but does not address the issue’s shared tab-limit exhaustion.

Explanation
[#30061] Core requirement met. In apps/server/src/preview/ServerBrowser.ts, statusWithTitle now returns available: true when the thread has no tab (whole-PR diff against merge base: the single change available: false to available: true). The no-tab result keeps visible: false and tabId: null, so an empty thread no longer implies unavailable automation. The PR summary reports a focused regression in ServerBrowser.test.ts covering an empty thread, closing the last tab, and reopening a tab. The preview_status description in apps/server/src/mcp/toolkits/preview/tools.ts now states that tabId:null means to try preview_open, which matches the issue workaround. The skill file .agents/skills/test-t3-app/SKILL.md has no diff against the merge base, so the PR does not change it despite the PR description's claim. The prior review judged its current text as directing recovery. This pass did not re-read that text, so skill wording is a residual uncertainty. The issue's Expected behavior is met by the code and status guidance. Automated test results are taken from the PR description and were not re-run.

Explanation
The whole-PR change set in the summary contains four files: the one-line ServerBrowser.ts fix, the ServerBrowser.test.ts regression, the preview_status description in tools.ts, and the agentContextBudget.json value. Each supports [#30061]. The tools.ts edit rewords status guidance (owner, dialog, tabId:null recovery, thread tabs versus profiles, acting on unclaimed tabs). This wording change is part of the stated guidance correction, and the acting-on-unclaimed-tab rule keeps the same meaning as before. The budget value moves from 47498 to 47461 (37 bytes). The PR text attributes only an 8-byte reduction to the description, so the rest of the delta is not explained by this PR's own description edit. The PR description attributes the difference to the merge of main with resolved conflicts, which this pass could not verify. No unrelated client layout, provider-adapter, or wire-shape change appears in the reviewed paths.

on the takeover head, removed the redundant available:false wording from preview_status, recomputed mcpToolListJsonBytes to 47461, and dropped the duplicate no-tab eval case because the existing recovery case covers it. this keeps the contributor's browser recovery intent and size.

Require no human control before acting on an agent-owned tab.
An agent-owned tab can still have an active human controller. Preview actions then reject the request with humanControl, despite the tab matching “yours.” Qualify both action paths with the no-human-control condition.

I inspected the four-file delta and the current statusWithTitle implementation. The no-tab branch is reached only inside the available ServerBrowser service; it returns available:true, visible:false, tabId:null without creating a tab. The existing broker/host error path remains responsible for actual service unavailability. The new regression covers a fresh empty thread, closing the last tab, no extra context creation, and successful explicit reopen. This change does not grant tab ownership or change action authorization.
One minor (P3) wording clarification on the changed status description is anchored inline. SessionControl.agent() rejects whenever a human owner is present, even if the tab is otherwise owned by the requesting agent; agentCanActNow() likewise requires owner === null. The phrase “act on yours or unclaimed tabs without human control” is intended to cover both categories but can be read ambiguously. Please make the no-human condition explicit for both while preserving “read any tab.” This confirms the existing CodeRabbit note; it is not a new behavior/security finding and does not warrant a consent bypass.
No additional P1/P2 demonstrated in the four-file delta. The exact-head Actions run 41877180374 was IN_PROGRESS at last read; I do not count it as a pass. Author-reported earlier tests/runtime evidence remain attributed to the author, not independently reproduced here. No desktop/native live acceptance is inferred.

"Report preview tab state: owner, pending dialog, URL, title, loading, viewport, and size. `tabs` lists this thread's tabs. `profiles` lists logins for `preview_open`. Read any listed tab. Act only on your tab, or an unclaimed tab with no human in control.",

Minor (P3) clarity: SessionControl.agent() rejects when owner !== null even if the agent owns the tab, and agentCanActNow() also requires owner === null. Please state explicitly that no human may control either an agent-owned or unclaimed tab before acting; keep the read-any-tab rule. This confirms the existing bot note, not a new behavior finding.
