feat(web): copy table as rich text for Microsoft apps - #29233
Tables in agent replies can't be pasted into Microsoft Teams, Word, or Excel as tables. The table copy menu offers Markdown and CSV, and these apps paste the Markdown as plain text, because they build a table only from the text/html clipboard flavor. Outlook already turns pasted Markdown into a table, but keeps inline code as literal backticks.
To reproduce on main: Copy table, then Copy as Markdown, then paste into a Teams chat or an Excel sheet. Teams shows pipe text, and Excel puts each row in one cell.
This picks up the idea from pfaisant's #11751, which proposed the same menu item and was closed for missing paste evidence. This PR comes with that evidence: pastes into Teams, Outlook, Word, and Excel.
Change
The table copy menu gets Copy as rich text. It writes the table as text/html and the existing Markdown as text/plain, so apps that only take plain text still get Markdown.
serializeTableElementToHtml clones the rendered table and runs it through sanitizedHtmlFrom, the clean-up that selection copy already uses. Math is copied as TeX, and buttons and icons are removed. It adds border="1" so that editors that apply no table style of their own still show gridlines.
copyToClipboard from useCopyToClipboard takes an optional per-call flavors argument, because the HTML has to be built when the user clicks. When given, it replaces the hook-level extraFlavors, which only message copy sets. The hook's existing execCommand fallback also writes the HTML flavor, so this also works on insecure origins (LAN or tailnet over http). A browser that has writeText but no ClipboardItem (Firefox before 127) now takes that same fallback instead of dropping the HTML. This also fixes the same gap for copying a user message with attached context.
Why a new item instead of adding HTML to Copy as Markdown: rich editors such as Slack, Notion, and Google Docs would then paste a table where users asked for Markdown source. Selecting the table and pressing Ctrl+C already copies HTML, but selecting a wide, scrolling table is awkward and pastes without borders. Cloning the rendered table, rather than building new markup as #11751 did, keeps column alignment and inline markup (bold, code, links) as rendered.
Web and desktop share this component. Desktop writes through the same ClipboardItemtext/html path that copying a user message with attached context already uses. Mobile has no table copy menu and is unchanged.
Scope and approval
No prior discussion. This adds one format to the existing table copy menu, next to Markdown and CSV. It changes no defaults and no other copy behavior, needs no new setting, contract, or dependency, and stays within web and desktop. If maintainers want an Ideas discussion first, I'll open one.

Verification
MarkdownCopy.browser.test.tsx, both clipboard paths. Each test picks Copy as rich text from the menu and reads the result back.
Async Clipboard API (new case): it reads the ClipboardItem. text/html holds <table border="1">, the formula as <code>$x^2$</code>, and no icon <svg>. text/plain holds the Markdown table.
execCommand fallback (the existing insecure-origin case, now on this item, and a new writeText-only row): the mocked execCommand fires a real copy event, and the test checks the HTML and Markdown it wrote. The writeText-only row fails without the fallback change.
Both cases fail when the menu does not pass the HTML flavor. All 4 cases in the file pass. The code-block case still covers the fallback without extra flavors.
vp run check:changed passes: format, lint, knip, typecheck, tests, and the React compiler check.
Manual: vp run dev --share web build on Linux, opened over HTTPS on Tailscale from Zen Browser 1.24b (Firefox 159) on Fedora Linux 44. The browser tests run in Chromium, so both engines are covered. I copied the table with Copy as Markdown and with Copy as rich text, and pasted it into Teams on the web, the new Outlook, and Word and Excel on the web, as shown above.
Desktop: vp run dev:desktop (Electron) on Fedora Linux 44. Copy as rich text from the same table pasted as a table, as in the web build.
Not checked: Safari, and a real paste from a plain-http origin. File links and images inside a cell keep their in-app href and src, the same as selection copy does today.

Walkthrough
Markdown tables can now be copied as rich text. The copy hook accepts per-call clipboard flavors and supports an execCommand fallback for extra flavors. Browser tests check HTML and plain-text clipboard data.
copyToClipboard accepts optional per-call flavors and uses them in preference to hook-level flavors. The hook also tries the execCommand fallback with extra flavors when asynchronous clipboard writing is unavailable.

MarkdownTable adds a “Copy as rich text” option and provides sanitized HTML alongside plain text. Browser tests check clipboard data through asynchronous writing and fallback paths.

Copying a table as rich text can put temporary signed image URLs into the pasted HTML, and citation labels in table cells can be dropped. Both are bounded, user-initiated clipboard behaviors, and similar behavior already exists in selection copy. Consider addressing them, particularly the signed URL exposure, before or soon after merge.

installed and ran github/main (55e2538561) in a separate worktree first. created a project pointing at a real git repository through the app and generated the table with codex gpt-6.1-sol. main offered only markdown/csv; markdown copy put only text/plain on the real system clipboard.
stopped main, installed the exact pr head and ran vp run dev in the background against the same task-owned state. copied the same saved codex reply through the new menu item. the actual clipboard contained text/html with a bordered table, column alignment, bold, code, links and unicode, plus markdown in text/plain. with math rendering enabled through settings, html contained tex instead of katex/icon markup. a second real codex turn also completed on the pr head.
exercised a real insecure http origin through a tcp forward to the same dev server. isSecureContext=false and navigator.clipboard was absent. the real copy-event fallback still wrote both html and markdown, read back through the secure browser tab.
neighboring behavior passed: markdown remained text-only and byte-for-byte identical to main; csv preserved the three columns; code-block copy preserved its text and trailing newline. rich-table copy also pasted back into the actual composer, as shown in the recording. this is not evidence of a microsoft app paste.
blacksmith: vp test run apps/web/src/components/chat/MarkdownCopy.browser.test.tsx apps/web/src/markdown-clipboard.test.ts apps/web/src/hooks/useCopyToClipboard.test.ts: 3 files, 12 tests passed. chromium was installed on the worker after its initial missing-browser startup error. github checks passed on this head.

Preserve citation content in rich-text copies.
AssistantCitationChip.tsx:137–155 renders a citation as a button. sanitizedHtmlFrom removes that button and its label, so a pasted table can have an empty cell where the citation appeared. Replace citation buttons with non-interactive content before removing controls. (raw.githubusercontent.com)

Remove signed asset URLs from clipboard HTML.
A table image from a host file can contain a signed asset URL in its src. This serializer retains that URL in the HTML sent to the paste destination. ChatMarkdown.tsx:1511–1529 and ChatMarkdownMedia.tsx:355–358 establish that path. (raw.githubusercontent.com)
The URL is a bearer credential that grants file access until expiry. Replace it with the authored reference or safely embedded image data before copying. (raw.githubusercontent.com)
