fix(azure-devops): pull request Code tab loads when the pull request changes many files - #27331
The Azure DevOps Code tab builds each diff page by reading every file's two sides with separate az processes, and a page may hold up to 300 files. On a pull request with many files, the first page takes longer than the client's 60s diff timeout. The client gives up and the tab never renders. Traces show the request interrupted at 60.0s, with az reads taking 5–30s each under load.
Fix
getDiff records when it started. After each batch of file reads, it closes the page once 15s have passed (DIFF_SLICE_READ_BUDGET_MILLIS). The page returns the files it has, plus the existing cursor, and the Code tab fetches the rest as the user scrolls. A page always reads at least one batch, so it keeps moving forward. Byte, edit, and file caps are unchanged. The check uses Effect's Clock, so the test drives it with TestClock.
Verification
New case in AzureDevOpsPullRequestProvider.test.ts: each fake az read advances the TestClock, and the page stops after the batch that crosses the budget (8 of 12 files, cursor 3:8). It fails with the budget check disabled and passes with it.
vp test run src/server in packages/source-control-azure-devops: 84 passed. Lint, format check, and tsc --noEmit for the package are clean.
Not verified: a live run of the Code tab against Azure DevOps with this build. The bug is shown by traces from the installed 0.1.5 desktop app.
…changes many files
A diff page read up to 300 files, two az processes each, before answering,
so pull requests with many files outran the client's 60s diff timeout and the
Code tab never rendered. Close a page once 15s have passed after a batch of
reads; the existing cursor loads the rest as the user scrolls.

Macroscope's review found this PR approvable — Azure DevOps diff pages now stop starting additional batches after a 15-second budget, allowing large pull requests to return smaller pages. Existing continuation cursors preserve access to remaining files without changing stored data or permissions.
You can add or adjust custom eligibility rules. Learn more.
Azure DevOps diff slices now stop starting file reads after 15,000 ms. The existing cursor identifies the next unprocessed file. A test simulates read time and verifies the paths included in the slice and its resume cursor.
getDiff measures elapsed time and stops processing further files after the 15,000 ms budget, unless the slice is already full. The test simulates read durations and checks that the slice includes the first eight paths and resumes at cursor 3:8.
Large Azure DevOps pull request diffs should load faster with this change, but the first page is not time-bounded. If the Azure CLI is slow, the Code tab can still time out on the first page. Consider bounding in-flight reads before merging, or accept this limitation explicitly.

Full details: Linked Issues check
Explanation
Issue #27329 requires the Azure DevOps Code tab to return initial file diffs promptly and continue with cursor-based loading. getDiff now records the start time, checks DIFF_SLICE_READ_BUDGET_MILLIS after each read batch, and stops before starting more reads while preserving the existing cursor. The page still reads a batch before stopping. The added TestClock case verifies 8 of 12 files and cursor 3:8 after the budget is crossed. Existing byte, edit, and file caps remain unchanged in the diff.
Full details: Out of Scope Changes check
Explanation
The pull request changes only Azure DevOps diff-slice behavior and its automated test. The time budget, Effect Clock integration, cursor behavior, and TestClock coverage directly support issue #27329. No unrelated product behavior or unrelated files changed.
