fix(server): recognize a Claude proxy set in Claude's settings.json - #26937
When a Claude proxy is configured in Claude's own settings file (env.ANTHROPIC_BASE_URL plus ANTHROPIC_AUTH_TOKEN in ~/.claude/settings.json, the setup the CLIProxyAPI hub guide recommends), T3 doesn't see it. The provider probe only checks ANTHROPIC_BASE_URL in T3's own environment, but the claude CLI applies its settings env over the process environment. The instance shows as "Claude API Key" instead of "Custom API endpoint". Reported in https://git.cafe/pingdotgg/t3code/issues/26909.
Change
readClaudeSettingsBaseUrl (ClaudeSkills.ts) reads env.ANTHROPIC_BASE_URL from the settings files the CLI loads, lowest precedence first. It reuses the existing path list (renamed skillOverrideSettingsPaths → claudeSettingsPaths, since it now serves both) and the lenient JSON reader. checkClaudeProviderStatus uses it ahead of the process env.
With a custom endpoint, the endpoint label now wins over the token-source label. Otherwise a proxy key in ANTHROPIC_AUTH_TOKEN maps to "Claude API Key". Bedrock still comes first; in practice that's unchanged, since Bedrock reports no token fields.
ProviderRegistry.test.ts gives its layer an empty temp home, the same pattern as serverRuntimeState.test.ts. Without it, 7 existing checkClaudeProviderStatus tests fail on any machine whose own ~/.claude/settings.json sets a proxy.
Scope and approval
A small fix for an obvious bug: the probe already detects custom endpoints but misses the place the CLI reads first. No new setting, no UI change, one problem.
Verification
New test "labels a proxy set in Claude's settings env, which beats the process env" fails on main (expected 'apiKey' to equal 'customEndpoint') and passes with the fix. ProviderRegistry.test.ts: 40/40.
Runtime transcript: T3's checkClaudeProviderStatus against a real profile whose settings.json routes through a CLIProxyAPI hub, with account fields from the live CLI (tokenSource: "ANTHROPIC_AUTH_TOKEN", apiProvider: "firstParty"):
main: {"status":"ready","auth":{"status":"authenticated","type":"apiKey","label":"Claude API Key"},"usageLimits":{"reason":"unsupported"}}
branch: {"status":"ready","auth":{"status":"authenticated","type":"customEndpoint","label":"Custom API endpoint"},"usageLimits":{"reason":"unsupported"}}
vp run check:changed upstream/main: format, lint, knip, graphql and typecheck pass. One test fails, ClaudeSkills.test.ts › merges plugin enablement and selects installs in native registry order, and it fails the same way on main on this machine (macOS 27), so it's unrelated.
Not checked: the --settings flag and server-managed remote settings as sources of env. No UI code changed, so there are no screenshots; the label comes from the server snapshot above.
The claude CLI applies the env block in its settings files over the process
environment, so a proxy configured there (ANTHROPIC_BASE_URL plus
ANTHROPIC_AUTH_TOKEN, the usual CLIProxyAPI setup) was invisible to the
provider probe and the instance showed as "Claude API Key".
Read ANTHROPIC_BASE_URL from the same settings files the CLI loads and
prefer the custom-endpoint label over the token-source label.
Macroscope's review found this PR approvable — The change recognizes proxies already configured in Claude settings and reports their authentication status and endpoint label appropriately. It only reads configuration for provider status; it does not change request routing or credentials.

Claude provider status now uses the base URL in Claude settings before falling back to ANTHROPIC_BASE_URL. Authentication metadata prioritizes API-provider and custom-endpoint metadata before Claude account metadata. Tests cover settings URLs that differ from the process environment URL.

Provider status uses the settings base URL before the environment variable and prioritizes API-provider, custom-endpoint, then Claude account metadata. Tests verify status using isolated temporary settings.
pingdotgg/t3code issue 26909 reports a CLAUDE_API_KEY label when env.ANTHROPIC_BASE_URL selects a proxy. This change gives custom-endpoint metadata precedence.

Explanation
The title names the main change: Claude proxy detection from Claude's settings.json. The changeset reads env.ANTHROPIC_BASE_URL from the settings files and prefers it over the process env, so the title matches the primary change. It uses the conventional commit form and stays specific, with no vague terms.
Full details: Description check
Explanation
The description follows the template's Problem, Change, Scope and approval, and Verification sections. It explains the bug (the provider probe reads only the process env, not the env block in ~/.claude/settings.json), the code changes, and the reason for the test layer change. Scope is argued as a small fix of an obvious bug, with no new setting or UI change. Verification gives a failing-then-passing test, a runtime before/after transcript, and a check run with one pre-existing unrelated failure. It names what was not checked. Gaps: the template asks for a linked triaged issue or maintainer approval in Scope and approval, and the description links issue 26909 for the problem but does not show maintainer approval of the direction. The author also does not state which model and harness produced the work, which the template asks agent users to add. Two screenshot attachments are referenced, but the template requires screenshots only for UI changes, and this PR has none.

Do not scan stateDir as the session cwd.
ClaudeDriver passes stateDir to readClaudeSettingsBaseUrl, so a proxy in stateDir/.claude/settings.json can make the provider report ready and authenticated. Claude sessions instead resolve settings from their actual project/worktree cwd and configured Claude home. They do not use stateDir as a settings source. The UI can therefore select a provider that starts without the proxy and fails when it sends a request.

updated the original branch at b5bb4f676578f20ff454cf4f5f437f3595424f04, preserving @EhsanulHaqueSiam's commit and merging main without rewriting history.
kept the settings-over-process precedence and endpoint-over-token labeling.
addressed the state-directory review finding: machine status reads user and managed settings, without treating the server state directory as a project. relative CLAUDE_CONFIG_DIR resolution and project skill discovery are preserved.
extended the existing regression case to cover both override directions, process fallback, and an unrelated state-directory endpoint. no new test files.
verification: the regression failed on current main with apiKey instead of customEndpoint. both focused files pass, 62 tests total. blacksmith vp run check:changed passed format, lint, knip, graphql, affected typechecks, and all three selected test files. all seven reported github checks are green; no conflicts. two independent read-only reviews approved this head. the latest bot review reports minimal merge risk with no new findings.
real claude cli 2.1.314 and the web client: with the same settings-only proxy, main showed "authenticated · claude api key" and this head shows "authenticated · custom api endpoint". switching the settings endpoint back to anthropic restores the api-key label, and switching back restores the custom-endpoint label. these checks used local cli initialization; no inference request was sent.
unverified: actual proxy request routing, native desktop/mobile, windows/macOS, --settings, and server-delivered managed settings. @EhsanulHaqueSiam: a nonblocking follow-up is the existing windows managed-settings helper, which checks %PROGRAMDATA% while the installed cli documents C:\Program Files\ClaudeCode. this patch reuses that helper and leaves skill discovery unchanged.

reproduced on github/main (6575ce3250) in a separate worktree after vp i: with env.ANTHROPIC_BASE_URL and the real proxy token only in ~/.claude/settings.json, settings > providers showed "Authenticated · Claude API Key".
checked out the exact pr head, ran vp i, and started the real dev app with isolated state. the same configuration shows "Authenticated · Custom API endpoint". browser checks used repository playwright and /usr/bin/google-chrome; claude cli was 2.1.314.
changed the settings endpoint to https://api.anthropic.com and clicked refresh: the api-key label returned. restored the proxy endpoint and refreshed: the custom-endpoint label returned. the recording shows both transitions.
created a project through the app pointing at a real git repository, then created threads and sent actual provider turns. codex gpt-6.1-sol completed an initial turn and a follow-up after the provider refresh. claude haiku 5.5 also completed through the settings-only local proxy. no mocks, replay provider, fixtures, or demo data.
blacksmith: vp test run apps/server/src/provider/ProviderRegistry.test.ts apps/server/src/provider/Drivers/ClaudeSkills.test.ts passed all 62 tests. the pr has 29 successful reported checks, zero failing or pending.

native desktop, ios/android, windows/macOS, remote relay/tunnel connections, bedrock/vertex, managed settings, --settings, and a real anthropic first-party inference request were not exercised on this linux vm. first-party labeling was checked through the real cli initialization and refresh path only.
the local proxy rejected claude-haiku-4-5 with 400 unknown provider for model; its advertised claude-haiku-5-5 succeeded. support for the rejected alias remains unverified and is outside this label-only change.
