Track an explicit user settle after an auto-settle.

If an auto-settle reaches the server before the user’s settle command, the server preserves the existing settledAt. The user can still click Settle before the auto-settle update reaches the sidebar. The timestamp then remains equal to the completion time, so the pending notification still fires. Orchestrator.ts preserves the timestamp for an already-settled thread. (raw.githubusercontent.com)

Cancel the pending notification for an explicit user settle independently of this timestamp.

Review comment at @apps/web/src/components/ThreadNotificationCoordinator.tsx at
line 232:
Update the settle-handling logic in ThreadNotificationCoordinator so an explicit
user settle cancels the pending notification independently of whether settledAt
is later than state.completedAt; keep the timestamp comparison for detecting
auto-settles.
